ENTRY PERMITS
1. For Foreign Tourist:
The relaxation under the Foreigners (Protected Areas) Order, 1958 has been withdrawn from Nagaland, per MHA Circular No. 602 dated December 17, 2024, citing security concerns in border areas. As a result:
- A Protected Area Permit (PAP) is now mandatory for all foreign nationals, in addition to FRO registration within 24 hours of arrival.
- PAP can be obtained from the Ministry of Home Affairs, Indian Missions abroad, FRROs, the Home Commissioner of Nagaland, the Resident Commissioner in New Delhi, or the Secretary of Tourism, Nagaland.
- Citizens of Afghanistan, China and Pakistan (or of origin from these countries), as well as citizens of Myanmar, need prior MHA approval before a PAP can be granted.
- Applications are handled through the e-FRRO portal.
- Foreigners staying in Dimapur, Chümoukedima, or Niuland districts — regardless of age or OCI status — need both PAP and FRO registration with the FRO Dimapur.

2. For Domestic Tourist:
As of Government Order No. CON-3/PAP/65/10 dated 20 September 2024, all ILP applications became fully online from 1 January 2025, eliminating manual processing. Applicants apply via https://ilp.nagaland.gov.in or https://commissioner.nagaland.gov.in/online-ilp. NagalandDIPR Nagaland
Manual applications at Nagaland House counters are only a fallback now — worth restructuring the section to lead with the portal link, then list the physical offices as secondary/backup options.
Other useful additions:
- Current fee is ₹200 for a 30-day domestic ILP (₹500 for foreigners’ PAP-linked fees, per that same guide) — older pages quoting ₹50 or “free” are outdated. Hornbilfestival
- As of 14 August 2025, ILP requirement was extended to Chumoukedima and Niuland districts — so it’s no longer “all districts except Dimapur.” Hornbilfestival
- A new offline option: Tourist Information Centre–cum–ILP Facilitation Counters were set up at the Senior Tourist Officer’s Office, Dimapur, and at Dimapur Airport, with a helpline at +91-6909636762 for travelers who need it on arrival.
