E-Patrol Launch
The e-Patrol is a unique and innovative modern policing system which seeks to address patrolling challenges by bringing the patrolling activities on a digital platform. This system will ensure a more robust patrolling system which will seek to increase patrolling activities in all wards/colonies/villages and ensure greater security for the citizens as well as reduce and mitigate criminal activities. The e-Patrol system is also supplemented with bike-borne patrolling personnel for quick and efficient patrolling.

STF Training
An ‘elite force’ called the Special Task Force (STF) has been formed in Nagaland. The STF has be given special training on weapon-handling and other useful tactics. They are be equipped with best weapons, equipments, and mobility. The first batch of STF successfully completed 3 months Training Course at CIATS Ruzaphema on 23/07/2019.
Police Ke Pathshala
Under the guidance of the Director General of Police, Nagaland a new initiative has been undertaken by the Inspector General of Police (Range), Nagaland Sonia Singh IPS, called ‘Police Ke Pathshala’ to reach out to the student community and create awareness about policing. This project is envisioned to enlighten the students about the ‘Rule of Law’ and impress upon the paramount necessity of preserving Law and Order for development of the society.
The project emphasises on Schools and Educational Institutions as its main platform for sensitization on various topics/subjects pertaining to policing. The initiative first started on 31 August 2018 at Little Flower Hr. Sec School kohima where more than 500 students attended the programme on the following issues.
- Cyber Crime (Cyber stalking, Voyeurism, Defamaion, Revenge porn especially against women)
- Community Policing
- Crimes against women
- Road safety
- Self Defence
- Criminal law ammedments
- Women empowerment
- Bridging gap between Public and Police
It is further envisaged to extend this initiative to all Higher Secondary Schools and Colleges in Nagaland whereby Police officers visit schools and give presentations, hold interactive sessions with the students, conduct Essay Competitions, give out printed materials as well as invite Teachers & Students to get firsthand experience of how the Police Department functions.
This project is necessitated as despite having enactment of good Laws for protection of citizens for Peace and Prosperity, it has remained largely in paper. It is felt that students are the future citizens and the noble ideals of the Laws must in ingrained in them for the effect of implementation.
IGP (Range) Smti. Sonia Singh also stated that the endeavour of this initiative it to make “Public – Police Relations” a key aspect of Policing, where the image of the police is built as the protector of their citizen’s rights and in their service. Police Department looks forward to active participation of Staff and Students for better co-ordination and conducive Public – Police Relations.
Tourist Police

Nagaland has become the 2nd NE state to launch such a force for maintaining the safety and security of tourists during the Hornbill Festival.
The primary role of the tourist police will be to provide facilitation, guidance, safety and security to foreign and domestic tourists. It will also help in providing transport & lodging, while working to safeguard tourists from cheats, bag lifters, pickpockets, eve- teasing, molestation, drugging etc.
It will also guide tourist on matters relating to passport, visas, residential permits, exchange of foreign currency and on immigrations issues.
MD Booked for Cheating Investors
Recently Nagaland Police arrested and Charge sheeted the Chairman and Managing Director (MD) of the Company-Everlight Realcon Infrastructure Limited (ERIL) Shri Biplap Kumar Dey for duping and cheating unsuspecting depositors /investors and swindling crores of rupees. The same Person is wanted in other States as well in similar cases. During the course of investigation it was ascertained that the company (ERIL) was incorporated under the Companies Act 1956 and promised 100% secured investment under two schemes (a) Advance Products Booking (APB) and (b) Redeemable Preferential Shares (RPS). Initially the company had various products like electronics, household products etc against Advance Product Booking but later, the system of the company changed and it became more or less a money business offering huge returns in interest for investment under both APB and RPS. Thus the company was engaged in a Ponzi Scam accepting deposits from unsuspecting investors which they were not allowed under law. It was also admitted by the MD of the Company that the system of the company was a failure and that it had been circulating the money of the investors only. The modus operandi of the company was to establish its credibility by stating that the company was engaged in various projects like hospitals, mines, infrastructure etc.; by organizing programs such as materials donations, blood donation camps, orphanages visits and by engaging state functionaries as Chief guests in the Company’s functions. However, during investigation, it was found out that there were no such properties, assets or projects of the company and that it was engaged only in fund mobilization promising huge returns, which the company failed to pay the investors later.

Fraud Recruitment Drive Of Jet Airways Busted
On 01/11/2015 at around 12:30 hrs information was received that fraud recruitment drive was going on at Galaxy Hotel, Dimapur for appointment in Jet Airways. Accordingly Dimapur Police rushed to the spot and arrested four persons namely (1) Manoj Sachdeva (32 yrs), S/o – Satpal Sachdeva of House No. 42, Batala road, Amritsar, Punjab (2) Chamanlal (35 yrs), S/o – Guddu Ram of Ward No. 32 Balh Village, Gajindar Nagar Mandi, Himachal Pradesh (3) Deepak Suri (38 yrs), S/o – Lt. Subash Chandra Suri, Village – House No. 26/D ‘D’ Block, Guru Amardas Avenue, Amritsar, Punjab (4) Saurav Mehra (32 yrs), S/o – Ramesh Kumar Mehra of House No. 61/1 – Berigate, Amritsar, Punjab. From their possession police seized some fake appointment orders and official seals. Accordingly the arrested persons were forwarded to Judicial Custody.

Jalukie Murder Case by Two Juveniles
On 01-01-2016, a written complaint was received at Jaluki Police Station, Peren District, that some unidentified miscreants attempted to murder an old lady by the name Mrs. Akiam, who later succumbed to her injuries and died on 02-01-2016. Accordingly, the District Police registered a case which was endorsed to UBI Wellington for investigation. During the course of investigation, within the same week, i.e., on 04-01-2016,Police were able to identify and arrest the miscreants who happened to be juveniles (One was 14 yrs. and the other was 13 yrs. of age). The motive established during the process of investigation was robbery. Following due procedures, both the juveniles were forwarded to the Juvenile Justice Board and further thorough investigation is in progress.
Human Trafficking
A written FIR was received from Head GB of Bhandari Town stating that two persons had sold off their own children. Accordingly a case vide Bhandari PS C/No. 02/16 U/S 372 IPC was registered and both the accused were arrested. A middle man who trafficked the children was also arrested. Four children (Three female and one male) of one of the accused and two children (one male and one female) of the other accused were rescued by the district police from different locations in Dimapur and Wokha districts.
Achievement by H/C Omatsungba, Narcotic Cell PS (PHQ)
H/C Omatsungba serving under Narcotic Police Station (PHQ) has made some remarkable detections worth mentioning.
1. On 01/04/2012, while checking and frisking at Narcotic Check Point Chumukedima arrested one person namely, Md. Sajad Khan for possession of approx 2.5 kgs of Brown Sugar, who was travelling in passenger Bus B/Regd. No. NL-04/B-0574 coming from Imphal towards Dimapur. On spot interrogation another arrest was made at Blue Hill Station Dimapur namely Riyajuddin, who was waiting for the consignment to be taken to Guwahati. In this connection OC Narcotic Cell PS registered case vide Narcotic Cell PS C/no. 008/12 U/S 21 NDPS Act. Both accused were sent to custody and the case was chargesheeted and accused persons convicted by the court.
2. On 14/11/14, while conducting checking and frisking at Narcotic Check Point Khuzama on National Highway 29, 2 (two) suspected passengers travelling in a taxi (winger) No. MN-01X-2061 coming from Imphal and proceeding towards Dimapur were identified and were made to alight from the vehicle. It was their facial expression that made them suspicious. On alighting their back packs were checked but nothing could be found but they both were carrying identical sandals with thick soles which were ripped opened with a knife and found neatly packed Brown Sugar in polythene inside the soles of the sandals. They both were wearing Sports shoes which were also ripped opened and found the same. Altogether, 1 kg 700 grams were seized from two persons namely, Azid Ali and Sajebur Rahmar both of Irilbum Dist Imphal East. They were arrested and sent to custody. In this connection OC Narcotic Cell PS registered a case vide Narcotic Cell PS C/No. 010/14 U/S 21 NDPS Act. The case was chargesheeted.
3. On 26/07/2015, H/C Omatsungba while on duty at Khuzama detained 2 (two) suspected persons namely, Tajuddin and Abdul Razaq both from Lilong Village Dist. Thoubal, Manipur, where their travelling bags were checked and found 2 kgs each of Brown Sugar neatly stitched in their bags. A total of 4 (four) kgs of Brown Sugar worth Rs 4 Crores in the International market was recovered and seized from them, and sent to custody. Another successful detection was madde by this young NCO through his professional competence. In this connection OC Narcotic Cell PS registered a case vide Narcotic Cell PS Case No. 008/15 U/S 21 NDPS Act. Case Chargesheeted.
Nagaland Police gets “National Award for Smart Policing”
Nagaland Police is proud to announce that it bagged the ongoing e-governance ‘National Award for Smart Policing’ for its SMS based Vehicle Monitoring System (NPSVMS).
The award for the ‘Best Practice in the category of Road Safety and Traffic Management’ was presented to Nagaland Police by Minister of state for Home Affairs, Haribhai Parathibhai Chaudhary at a function held at FICCI auditorium in New Delhi on Friday. Nagaland Police was among the six state polices selected, for making presentations on the best smart policing initiatives across the country after the award ceremony.
The Jury chaired by former Home secretary G.K. Pillai includes– Manjari Jaruhar, (former Special DG, CISF), N. Ramachandran, (former DGP Meghalaya), Alok Bansal, (director, India Foundation), Milan Narendra, (director- government advisory services, EY).
Vehicular theft is becoming a matter of serious concern for the State and law enforcing agencies. Moreover, with the ever increasing number of vehicles on our streets, the cases of such thefts and losses only indicate a rising trend where such stolen vehicles are often used for criminal activities. In order to address this issue, Nagaland Police has developed an IT system in the form of Nagaland Police SMS Based Vehicle Monitoring System (NPSVMS) under the following objectives:
- Maintaining a common repository of vehicle information.
- Providing an SMS gateway to disseminate this information to field personnel quickly.
- Broadcast emergency messages to checkposts and duty patrols.
- Provide SMS helpline to the public for quick reporting of vehicular thefts.
All motor vehicle owners are requested to register their vehicles with the NPSVMS. It will enable you to report to police easily in case of theft of your vehicle and there is a much better chance for us to recover it.
Narcotic Seizure
In yet another major haul, the Narcotics Cell, PHQ, Nagaland, has detected and seized about 1(one) Kg of Brown Sugar from a Bihar bound Bus and arrested one person in this connection. The price of the seized smack in the international market is estimated at about Rs 1(One) Crore. The accused identified as Raman Kumar,who hails from Motihari District of Bihar, on being interrogated revealed that the consignment was to be collected by an unknown person once the Bus reached its destination. A regular case has been registered and thorough investigation is being taken up.
Arrest In A Ponzi Scam
A team from Nagaland Police has arrested one accused from Kolkata, in a Ponzi scam West Bengal. The accused identified as Chandan Sinha Roy was in the Board of Directors of Ever Light Realcon Infrastructure Limited(ERIL) which was involved in duping/cheating hundreds of depositors and swindling Crores of rupees. An SIT headed by was set up for thorough investigation of the case and so far Charge sheet has been filed against 10(ten) accused. It is to be mentioned here that earlier the SIT had arrested one Biplap Kumar Dey from Jharkhand, another accused in the case.
Launching of project ‘SLATE
This is a project designed for students and initiated by Shri, Joseph Hesso, IPS, Sr, Superintendent of Police, Kohima, Nagaland, this is aimed at educating the students on basic traffic awareness and also the general laws and the full form of SLATE stands for ‘Students Law and Traffic Education’. The students have been specifically targeted because they are the ‘FUTURE’ and we aim to let them grow up to love and respect the law. With this in mind, under this project basic knowledge on traffic signs, traffic signals and traffic laws including basic general laws like law of arrest and search, how and what to report to Police, what to see and observe and most importantly the cyber crime were imparted to the high school and higher secondary student. At a later stage the college and university students will also be targeted for implementation.
The second phase will be “Safe – Street” covering both the topics but in a different level which will be at a later stage. At present, with the ever increasing number of vehicles and no corresponding expansion of roads, traffic management has become very important. True traffic management is the responsibility of traffic police however, civic sense and everybody’s contribution towards traffic problem is very important. Traffic congestion cannot be wiped out altogether however, a little bit of awareness and judicious use of road will ease the traffic problems to a great extend, though there has been quantum increase on road users/drivers, most of them are self taught drivers. In the past there were no driving schools and though some driving schools have come up, there are no regulations and trained authorized instructors are very few. Moreover, no driving tests are conducted for one to acquire a driving license. The result is what we see today on our roads – hap hazard parking’s, parking everywhere, improper use of signal lights and so on and so forth. The other part of the programme was on law. Here we imparted a little bit of awareness on few basic duties of a citizen as age is not a factor to be a responsible citizen. The citizens were also taught on their rights and the procedures to be followed by Police during arrest and searches. Another very important thing taken up is use of mobile phones and surfing the net as it was observed that many people are misusing it and committing crimes and unless properly used one can be booked under the law. With these objectives in mind, coinciding with the inaugural programme we organized an essay competition for high school students on “Traffic Awareness” and General Laws for higher secondary students on “Cyber Crime” and participants from the below noted Schools participated and winners were given cash reward with a certificate signed by the DGP Nagaland.

Moreover, the participating schools in Kohima were visited by Unit officers and students were apprised on the topics – Traffic Awareness, Cyber Crime and General Laws by means of Power Point presentation.
Community Policing
Is a strategy of policing that focuses on police building ties and working closely with members of the communities. It is a policy that requires police to inherit a proactive approach to address public safety concerns. Community policing is a collaborative effort between Police and Community to identify problems of crime, disorder and involves all elements of the community in the search for solutions to these problems. This concept brings the police and community into a closer working relationship and calls for greater responsibility on citizens.
Role of police includes:
- Maintenance of order and peace,
- Security, safety of the people and property.
- Ensure effective enforcement of law.
- Detection of crimes
- Orderly flow of traffic in urban areas and in highways and lot more.
Thus discussing the objective of Police in relevance to community, reveals to concept of community policing which ideally is Policing, as far as possible and practicable, by the community itself which means that any or all the functions mentioned above may be performed by the community to the extent they can and the remaining functions to be performed by the police with the assistance and involvement of the community to the maximum extent possible. Thus, citizens can form groups within the society or the area they live or work. Such social group can enroll themselves with the Police and work hand in hand with Police to solve problems, minimize disorders in the society and thus achieve the very objective of Community Policing.
Exposure Trip to Aizawl City, Mizoram
With the initiation of the DGP Nagaland and the DGP Mizoram, an exposure trip cum study tour to Aizawl City was organized and flagged off by Shri Joseph Hesso, Sr. Superintendent of Police, Kohima on 12th Oct’2015. A 26 member team comprising of personnel from Kohima Traffic Police, 15 NAP (IR) Mahila Bn, members of Kohima Municipal Council, All Nagaland Taxi Association and City Bus Owners’ Union of Kohima visited Aizawl from 13/10/15 to 15/10/15. The exposure trip was mainly focused at studying the efficient management and enforcement of Aizawl City Traffic in collaboration with other stake holders such as Aizawl Municipal Corporation, All Mizoram Taxi Association and City Bus Owners’ Union of Aizawl. Upon reaching Aizawl on 13/10/15, the team was accorded a warm welcome by Shri Lalthanmawia, S.P. Traffic, Aizawl which was followed by a kick-off programme with Shri L.T. Hrangchal, IPS, DIG, Northern Range, Mizoram as the Chief Guest. In order to study the various setups of Aizawl City, an interactive session was organized between the members of Kohima Municipal Council, All Nagaland Taxi Association and City Bus Owners’ Union of Kohima with their counterparts in Aizawl. For the team from Kohima Traffic Police including 15 NAP (IR) personnel, traffic drill was conducted followed by visitation of various places in the city to witness traffic management and control. They were familiarized with the Aizawl Traffic Police functionary system and administration. The police team was divided into six groups and given the opportunity to acquaint themselves with point/beat/sector duties at the following locations viz. Chandmari, Zarkawt, Millennium Centre, Bazaar Bungkawn, Zodin and AOC areas. They were was also taken for sightseeing at Solomon’s Temple, Mizoram University, Millennium Centre and Aizawl City night view from ATC Durtlang. Some of feedbacks received from the visiting team are highlighted herein; It was observed that inspite of narrow roads and by-lanes in comparison to Kohima Town, the movement of vehicular traffic is flawless in Aizawl City. There is hardly any instance of traffic jam in the city. This is attributed to the strict compliance of traffic guidelines and rules by the denizens of the city. No overtaking, no honking and no whistle blowing by traffic personnel on duty are a common sight. The roads and streets are well maintained and clean since the people observe high level of civic sense. On completion of the exposure trip, the team left Aizawl for Kohima on 15/10/15 evening and reached on 16/10/15.
Traffic Awareness Week
The Traffic Awareness Week in collaboration with volunteers from Kohima Village Youth Organization was observed from March 30 to April 2, 2016 at Kohima. The purpose of the Traffic Awareness Week was to make people understand the importance of road safety as road traffic accidents have become the single largest threat to our community. The theme of the Traffic Awareness Week was “Safety, No Road Accident”. The general public of Kohima participated enthusiastically at the awareness programme on March 30 at 0900 hrs in front of WHQ (Wireless Headquarter) Office below PHQ Kohima. Shri L.L. Doungel, IPS, DGP Nagaland was the chief guest on the occasion. The Kohima police also delivered lectures on road safety alongwith demonstration of traffic hand signals on March 31 at G. Rio Higher Secondary School and at Mezhur Higher Secondary School. The programme was followed by issuing of “Flyers” to the school children’s to create awareness and to get familiarize with the Traffic Rules and Traffic Signals. To follow-up with the awareness programme, the police drivers including those attached to Senior Police Officers in Kohima and all the drivers posted at Secretariat Kohima were imparted with an orientation course on “Rules of the Road Regulations” to ensure an orderly traffic and a safer journey.
Workshop on ‘Gender Sensitization’
A two days workshop on gender sensitization on violence against women & new laws for change started on April 24, 2016 at the SP Office Conference Hall, Kohima. Organized by DEF Kohima in collaboration with North East Network (NEN), the objective of the workshop was to broaden the understanding of violence against women in India from a gender and women’s rights perspective, working with the new laws for change and the role of police i.e sexual harassment of women at workplace, domestic violence act, criminal law amendment act and POSCO. Shri Akheto Sema, IPS, ADG (Law & Order) as the chief guest, graced the inaugural session. Short speeches were delivered by Sr. Superintendent of Police and Dr. Anungla Aier, Principal, Science College Jotsoma and member, Governing Board NEN. Dr. Anungla Aier gave a brief introduction about the NEN, which has been working in Nagaland for the last 20 years not only advocating for gender equality but on livelihood issues. Aier was of the view that natural resource management, livelihood issues are connected to gender issues. Further stating how Naga women and outsiders tend to think that women in Nagaland are the most privileged women in the country, which externally appears to be true but so much of patriarchal values are incorporated in the everyday life of the Naga society that Nagas do not realize the inequality and discrimination. Both genders are equally responsible, stated Aier who also added, “Culture conditions our entire thinking process. In the name of protecting our culture, lots of human rights violations are committed.” Shri Akheto Sema said that we tend to forget that we are actually dealing with the people who are most stigmatized by society. Pointing out that the police tend to become insensitive in their everyday dealings, he urged the officers to put themselves into the shoes of the victims, to be sensible and try to act as per the situation and circumstances. He admitted that there is often an inbuilt biasness that Nagas have towards women and that everyone has all exercised it at one point of time. Further focusing on respect and sensibility, he stated that unless one has respect for the other gender, one cannot become sensitive towards them. In conclusion, he outlined that sensibility must come with sensitization and added, “Sensibility is to understand and to act on it. The participants of the workshop comprised of Sub-inspectors and Inspectors with Mezivolu T Therieh, Chief Judicial Magistrate and Civil Judge, Anurita P Hazarika, Program Manager NEN and Ashipri Zho, Advocate as the resource team. The workshop engaged the participants on understanding women’s rights and equality, on gender, patriarchy and violence against women, new laws and responsibilities of police, protection of children from sexual offences etc.
Children’s Park at New Police Reserve, Kohima
In collaboration with Urban Development Department, a Children’s Park at New Police Reserve under “Project AMRUT” was constructed. Development of green space and parks with special provision for child-friendly components was a priority for the Unit. We recognize that the social skills that children develop on the playground often become lifelong skill sets that are carried forward into their adulthood. Playgrounds are among the most important environments for children outside the home. Exciting, engaging and challenging playground equipment is important to keep children happy while still developing their learning abilities. These should be developed in order to suit different groups of children for different stages of learning. There is a general consensus that physical activity reduces the risk of psychological problems in children and fosters their self-esteem. Playgrounds provide an ideal opportunity for children to master physical skills, such as learning to swing, balance and climb. For many children, it is their favorite time of day when they get to be on the playground for free time. It acts as a release for them from the pressures of learning during the day. They know that time on the playground is their own time. With all these in perspective, the children’s park at New Reserve was setup for wards of police personnel.
